Past event: How to build an innovation culture
Looking back at the webinar (replay, presentations, links, readings)
The public sector urgently needs innovation to meet tomorrow’s expectations. The increasingly demanding public wants efficient and user-friendly services, preferably yesterday. A lot of people have learned the lingo of innovation. Most public organisations have an innovation team. And, innovation strategies are being written all over the world.
Yet, innovation is more than theory; innovation is also implementation. As Peter Drucker said: “Culture eats strategy for breakfast”. How can we build a culture for innovation in the public sector? Which barriers and enablers do we encounter? What does it require to work successfully with innovation in the public sector?

Keynotes
Thomas Hoholm: The importance of leadership in building an innovation culture
Thomas is Head of Department and Associate Professor at Dept Strategy and Entrepreneurship, at the BI Norwegian Business School. He has been involved in a establishing and performing a number of research projects funded by the Research Council of Norway, studying technological and service innovation in healthcare, including advanced medical procedures in hospitals, digitalization and coordinated care, and novel organizational forms. He currently supervise several PhD students; on practices of innovation, design and entrepreneurship, in projects related to technology, user-centricity and social change.
Pauline Carnet, Becky Miller and Nina Cutler: Innovative methods for policymaking
Pauline is senior adviser on sociology and film ethnography at Policy Lab UK. Pauline’s role is all about bringing people’s lived experience into an innovative policymaking process. She has worked on a range of policies, including teacher leadership, refugee integration, the food system and impacts of Covid19. Prior to joining Policy Lab, Pauline worked as an academic lecturer and researcher, as well as working as a social researcher with the British Red Cross and the BBC. Pauline holds a PhD in Sociology, a Post-graduate diploma in Journalism from the Press Association, and trained in Documentary Filmmaking at the National Film and Television School (NFTS).
Becky is Policy Lab UK’s service and communication designer. She is interested in using service design approaches and communities of practice to help reimagine policymaking. She has also worked in the UK’s Ministry for Housing Communities and Local Government, and before joining government had an eclectic career working in small businesses, charities and the voluntary sector. She holds a BA in 3D Design from the University of Brighton and an MA in Service Design from the Royal College of Art, where she co-founded SustainLab RCA.
Nina is policy designer at Policy Lab UK. She is a design practitioner who is interested in the use of fiction as a way to interrogate and communicate critical issues in emerging technologies and culture. She currently works as a policy designer at Policy Lab in UK government, where she is exploring the potential of different design practices in policymaking – particularly speculative design. She studied BA Fashion Design at Edinburgh College of Art, and MA Material Futures at Central Saint Martins, London. Nina has exhibited and given talks in London, Eindhoven, Edinburgh, Milan and New York.
Jeroen Vonk: How do we make government innovation fun?
Jeroen is Innovation Designer at the Dutch Novum Innovation Lab. Innovation lab Novum works on better and faster services for citizens. They use emerging technologies and work data-driven to improve existing services and develop new services. They use the knowledge and experience of startups, corporates and other government parties and chain partners. Jeroen works there from the passion that everything should be understandable, user-friendly and accessible to everyone: “People shouldn’t dread getting in touch with the government, this should be fun.”
Agustina Maggiore: Fostering cross agency collaboration
Agustina is innovation methodologies manager in the General Directorate of Innovation of Buenos Aires City Government. She has a BA in Political Science from the University of Buenos Aires, a master’s degree in international studies from the Torcuato Ditella University and a postgraduate degree from the Latin American Faculty of Social Sciences in Management and Control of Public Policies. She has experience in the design and management of projects in the public sector and in the articulation of actions with national and international entities and organizations belonging to the Science and Technology ecosystem. She is currently part of the innovation team of the Buenos Aires City Government, with a focus on promoting organizational and cultural change through strategic design and collaborative work.

Tone is senior advisor at The Waste Management and Recycling Agency, City of Oslo, Norway. Her main focus is promoting design thinking and help building service design capabilities within the agency, and the City of Oslo. She is one of the conveners of the network ‘Forum for service design’. She has broad working experience from humanitarian, health and environmental related work within the field of communications, corporate social responsibility, fundraising and service development. BA Honours in Communications. Cand. Polit in Social Anthropology. An enthusiastic all-rounder with the motto: If there is a will, there is a way!
