Seger de Laaf is a program manager who aims to make the Dutch Enterprise Agency (4.300 FTE, largest Dutch federal service organization) more user-centered. With a direct and urgent message he is rebelling against tangled up IT governance where no one holds responsibility. Seger will plea why the Dutch government will never rise above the absolute-necessary-level, as long as everybody clings on to consensus – a strong Dutch tradition.
